Le décret crée plusieurs lycées d'enseignement secondaire (GSS) dans les régions de l'Adamaoua, de l'Est, du Littoral, de l'Extrême-Nord, du Nord et du Nord-Ouest du Cameroun. Il liste les établissements par division et sous-division. L'ouverture effective est subordonnée à une décision du Ministre de l'Éducation secondaire en fonction des moyens disponibles. Le texte est publié en français et en anglais au Journal Officiel.

Mindful of the Constitution; Mindful of Law n. 98/004 of 14 April 1998 to lay down guidelines for education in Cameroon; Mindful of Law n. 2019/024 of 24 December 2019 to lay down general code of decentralized territorial communities; Mindful of Decree n. 92/089 of 04 may 1992 to specify the powers and duties of the Prime Minister, as amended and supplemented by decree n. 95/145 bis du 04 august 1995; Mindful of Decree n. 2008/376 of 12 November 2008 on the administrative organization of the Republic of Cameroon; Mindful of Decree n. 2011/408 of 09 December 2011 to organize the Government, as amended and supplemented by decree N°2018/190 du 02 march 2018; Mindful of Decree n. 2012/267 of 11 June 2012 to organize the Ministry of Secondary Education; Mindful of Decree n. 2019/001 of 04 January 2019 to appoint the Prime Minister, Head of Government; Mindful of Decree n. 2023/223 of 14 April 2023 to lay down conditions governing the exercise of some powers devolved by the State upon regions in the area of secondary education,
HEREBY DECREES AS FOLLOWS:
