Ce décret crée des lycées bilingues publics (Government Bilingual Secondary Schools) dans plusieurs régions du Cameroun à compter de sa signature. Les établissements créés sont situés dans les régions de l'Adamaoua, du Centre, de l'Extrême-Nord et du Littoral. Il liste notamment les GBSS Djomti-Tibati, GBSS Tchamba, GBSS Eloa, GBSS Banta, GBSS Ndongo-Route, GBSS Amchide, GBSS Boubdoum, GBSS Mbonjo et GBSS Song Dong.
