# GOVERNING POSTAL ACTIVITY IN CAMEROON

The Parliament deliberated and adopted, the President of the Republic hereby enacts the law set out below:
# PART I ## GENERAL PROVISIONS
CHAPTER I
PURPOSE AND SCOPE
SECTION 1: (1) This law governs postal activity in Cameroon.
(2) It seeks to promote the harmonious, balanced and sustainable development of postal networks and services, in order to ensure the contribution of the postal sector to the development of the national economy and meet the various needs of users and the population.
In this regard, it:
- lays down conditions for setting up, operating and developing postal networks and services;
- guarantees the public postal service;
- defines the conditions for private sector participation in the development of postal activity;
- promotes postal services as instruments of economic, socio-political and cultural development.
SECTION 2: (1) This law shall apply to all types of postal services provided directly or indirectly by any postal enterprise, regardless of its legal status, its corporate purpose, the location of its head office or main office, the nationality of its owners, its capital or management.
(2) Financial postal activities and the postal payment services as laid down in the arrangements of the Universal Postal Union (UPU), carried out by public or private postal operators, shall also be governed by the provisions of this law, without prejudice to the provisions of the relevant laws and regulations in force.
SECTION 3: This law shall not apply to postal networks, equipment and/or facilities set up by the State to collect, transport or distribute mail, items or goods intended for national defence or public security, or for the internal needs of a public or private body, in conformity with UPU resolutions and directives.

# CHAPTER II ## DEFINITIONS
SECTION 4: Within the meaning of this law and its implementing regulations, the following definitions shall apply:
Postal activity: All postal services which, within the framework of domestic or external relations, enable directly or indirectly:
- the collection, sorting, transmission and delivery of postal items;
- the issuance of postage stamps and postage supplies;
- the post-office transfer of money or postal money order and other conceded financial services;
Delivery: Transmission of postal items in any form, from one place to another through specific channels;
Administration in charge of posts: Ministry or any other such agency, as the case may be, vested, on behalf of the government, with general jurisdiction over the postal sector;
Addressing: act of assigning addresses to enable the location of natural or legal persons, places, dwellings or premises;
Digital addressing: addressing carried out by means of a data-processing technique;
Address: indication enabling the precise location of a place, a residence, an activity, or an enterprise;
Aerogram: Air mail comprising lightweight paper folded to form its own envelope; it must be marked “air mail” on the front, and must contain no enclosure;
