DECREE No 2025/01092 OF 10 JUL 2025 TO LAY DOWN THE TERMS AND CONDITIONS FOR GRANTING AUTHORISATION TO PRIVATE LABORATORIES FOR THE QUALITY CONTROL OF SOILS, BUILDING MATERIALS AND GEOTECHNICAL STUDIES. -
THE PRIME MINISTER, HEAD OF GOVERNMENT,
Mindful of the Constitution;
Mindful of Law No. 96/11 of 5 August 1996 relating to standardisation;
Mindful of Law No. 99/017 of 22 December 1999 to lay down regulations for the quality control of soils, building materials and geotechnical studies;
Mindful of Law No. 2000/09 of 13 July 2000 to lay down the organisation and conditions for the practice of the profession of civil engineer;
Mindful of Law No. 2004/002 of 21 April 2004 governing legal metrology in Cameroon;
Mindful of Law No. 2015/018 of 21 December 2015 governing commercial activity in Cameroon;
Mindful of Decree No. 92/089 of 4 May 1992 to specify the duties of the Prime Minister, as amended and supplemented by Decree No. 95/145 of 4 August 1995;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2018/366 of 20 March 2018 to institute the Public Contracts Code;
Mindful of Decree No. 2018/355 of 12 June 2018 to lay down common rules applicable to contracts awarded by public enterprises;
Mindful of Decree No. 2018/461 of 7 August 2018 to organise the Ministry of Public Works;
Mindful of Decree No. 2019/001 of 4 January 2019 to appoint a Prime Minister, Head of Government;
Mindful of Decree No. 2019/146 of 21 March 2019 to approve the bylaws of LABOGENIE;
Mindful of Decree No. 2001/129/PM of 16 April 2001 to specify the list of civil engineering equipment and works subjected to quality control of materials and geotechnical studies;
Mindful of Decree No. 2014/3863/PM of 21 November 2014 to lay down the organisation of the technical project management in the realisation of infrastructural projects;
Mindful of Decree No. 2025/01081/PM of 17 June to lay down the rules governing the maturation process of public investment projects,
HEREBY DECREES AS FOLLOWS:
CHAPTER I
GENERAL PROVISIONS

ARTICLE 1.- This decree lays down the terms and conditions for granting authorisation to private laboratories for the quality control of soils, building materials and geotechnical studies.
ARTICLE 2.- (1) The quality control of soils, building materials and geotechnical studies governed by Law No. 99/017 of 22 December 1999 shall be the prerogatives of the Ministry in charge of public works.
(2) However, the Ministry in charge of public works may manage private laboratories regarding the quality control of soils, building materials as well as geotechnical studies under conditions laid down by this decree.
