Mindful of Decree No. 2008/220 of 4 July 2008 to organize the Ministry of the Economy, Planning and Regional Development;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2019/002 of 4 January 2019 to appoint a Prime Minister, Head of Government;
Mindful of Decree No. 2018/4992/PM of 21 June 2018 to lay down the rules governing the maturation process of public investment projects;
Mindful of Decree No. 2018/9387/CAB/PM of 30 November 2018 to lay down the terms governing the establishment, organization and functioning of inter-ministerial and ministerial Committees and Working Groups, as amended and supplemented by Decree No. 2020/0998/CAB/PM of 13 March 2020;
Mindful of Decree No. 2019/3179/PM of 2 September 2019 to grant the status of economic disaster areas to the Far-North, North-West and South-West Regions;
Mindful of Decree No. 2021/7341/PM of 13 October 2021 to lay down the rules governing the establishment, organization and functioning of Development Programmes and Projects;

Mindful of Order No. 025/CAB/PM of 5 February 2019 to determine session allowances paid during the deliberations of Inter-ministerial and Ministerial Committees and Working Groups,
HEREBY ORDERS AS FOLLOWS:
CHAPTER I
GENERAL PROVISIONS
ARTICLE 1.- This Order lays down the establishment, organization and functioning of the Special Programme for the Reconstruction and Development of the Far-North Region hereinafter referred to as the Programme, and abbreviated “PSRDREN”.
ARTICLE 2.- (1) The main mission of the Programme is to ensure the socio-economic recovery of the Far-North Region, by promoting lasting peace, and coordinating and monitoring the execution of investment projects of the Presidential Plan for the Reconstruction and Development of the Far-North Region.
(2) In this regard, the Programme shall be specifically responsible for:
- ensuring the reconstruction of infrastructures destroyed by BOKO HARAM and completing abandoned construction projects;
- developing infrastructures to ensure the revival of socio-economic activities;
- supporting the population in the development of their socio-economic activities;
- reinforcing resilience to climate change.
