2024/135 OF 25 AVR 2024 to reorganize the National Supply Centre for Essential Drugs and Consumables
# THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of Law No. 2017/010 of 12 July 2017 to lay down the general rules and regulations governing public establishments;
Mindful of Law No. 2018/012 of 11 July 2018 relating to the fiscal regime of the State and other public entities;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2019/320 of 19 June 2019 to lay down conditions for implementing some provisions of Law No. 2017/10 and Law No. 2017/11 of 12 July 2017 to lay down the general rules and regulations governing public establishments and public corporations;
Mindful of Decree No. 2019/322 of 19 June 2019 to lay down categories of public establishments and the remuneration, allowances and benefits of their managers,
# HEREBY DECREES AS FOLLOWS:
CHAPTER I
GENERAL PROVISIONS
ARTICLE 1: This decree reorganizes the National Supply Centre for Essential Drugs and Consumables, abbreviated as "CENAME" and hereinafter referred to as "the Centre".
ARTICLE 2: (1) The Centre shall be a special public establishment with legal personality and financial autonomy.
(2) It shall be managed in accordance with the rules of private accounting, in compliance with the provisions of the OHADA Uniform Act on Commercial Companies.

(3) It shall be headquartered in Yaounde. However, the headquarters may be transferred to any other locality of the national territory by decree of the President of the Republic.
(4) Branches or offices of the Centre may be set up as and when necessary, by resolution of the Board of Directors.
ARTICLE 3: (1) The Centre shall contribute to implementing the national pharmaceutical policy regarding the supply of essential drugs and consumables.
As such, it shall:
- ensure the availability, permanent supply and accessibility of essential drugs and consumables throughout the national territory;
- guarantee the quality of the essential drugs and consumables it distributes, in accordance with the quality standards prescribed by the regulations in force;
- supply public health facilities, public or private non-profit organizations, as well as faith-based health organizations, with essential drugs and consumables;
- provide technical assistance and advisory support to build the technical and organizational capacity of stakeholders in the pharmaceutical supply chain to ensure their availability and quality;
- provide advisory support to regional and local authorities as part of participation in the organization and management of the supply of essential drugs and consumables;
- conduct any additional or related operations that may relate to its corporate purpose;
- perform any other task entrusted to it by the public authorities and related to its corporate purpose.
