# THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of The Convention on International Civil Aviation signed at Chicago on 7 December 1944, and ratified on 15 January 1960;
Mindful of The Convention on offences and certain other acts committed on board aircraft signed at Tokyo on 14 September 1963, and ratified on 24 March 1988;
Mindful of The Convention for the suppression of unlawful seizure of aircraft signed at the Hague on 16 December 1970, and ratified on 14 March 1988;
Mindful of The Convention for the suppression of unlawful acts against the safety of civil aviation signed at Montreal on 23 September 1971, and ratified on 22 December 1999, and subsequent amendments thereto;
Mindful of The Convention to amend the Convention on the Agency for the Safety of Air Navigation in Africa and Madagascar (ASECNA) signed at Dakar on 25 October 1974, and subsequent amendments thereto;
Mindful of The Convention on the marking of plastic explosives for the purpose of detection signed at Montreal on 1 March 1991, and ratified on 2 August 1998;
Mindful of Regulation No 07/12-UEAC-006-CM-23 of 29 July 2012 to adopt the civil aviation code of CEMAC Member States
Mindful of Law No. 2013/010 of 24 July 2013 on civil aviation regime in Cameroon
Mindful of Law No.2017/013 of 12 July 2017 to punish offences against civil aviation safety
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2019/174 of 9 April 2019 to lay down the reorganization and functioning of the Cameroon Civil Aviation Authority;
Mindful of Law No. 97/012 of 10 January 1997 to lay down conditions of entry, stay and exit for aliens in Cameroon;
Mindful of Decree No. 2023/452 of 10 October 2023 to approve and render enforceable Cameroon’s National Civil Aviation Security Programme,
HEREBY DECREES AS FOLLOWS:
ARTICLE 1: This decree approves and renders enforceable Cameroon’s National Air Transport Facilitation Programme, abbreviated as ‘NATFP’.
ARTICLE 2: The National Air Transport Facilitation Programme appended hereto lays downs all measures to ensure efficient management of border control procedures, aimed at facilitating the movement of aircraft, passengers, crews, baggage, and cargo on Cameroonian aerodromes which are open for public use.
ARTICLE 3: NATFP provisions shall apply to all Cameroonian aerodromes which are open for public use, as well as to all government agencies and public or private entities engaged in the air transport chain.
ARTICLE 4: This decree shall be registered, published according to the procedure of urgency and inserted in the Official Gazette in English and French.
