Mindful of Decree No. 92/089 of 4 May 1992 to define the duties of the Prime Minister, as amended and supplemented by Decree No. 95/145-a of 4 August 1995;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2019/001 of 4 January 2019 to appoint a Prime Minister;
Mindful of Decree No. 2021/7341/PM of 13 October 2021 to lay down rules governing the establishment, organization and functioning of Development Programmes and Projects;
Mindful of Decree No. 025/CAB/PM of 5 February 2019 to set the amount of sitting allowance paid for the work of Inter-ministerial and Ministerial Committees and Working Groups;
Mindful of Decree No. 110/CAB/PM of 6 October 2023 to fix the categorization, methods of remuneration and granting of benefits to the personnel of Development Programmes and Project Management Units;
Mindful of Decree No. 0088/MINEPAT of 22 November 2023 to set the scoring grid for the evaluation criteria of Projects and Programmes requiring the setting up of external management units,
HEREBY ORDERS AS FOLLOWS:

CHAPTER I:
GENERAL PROVISIONS
ARTICLE 1. - This order establishes the organization and functioning of the Programme for the Safety and Sustainable Development of Lake Monoun and Its Environs, hereinafter referred to as the "Lake Monoun Programme".
ARTICLE 2. - (1) Placed under the supervision of the PRIME MINISTER, HEAD OF GOVERNMENT, the Lake Monoun Programme shall be executed in Njindoun, Kouoptamo Subdivision, Noun Division, West Region.
(2) Its headquarters shall be in Njindoun.
ARTICLE 3. - (1) The Lake Monoun Programme's main mission shall be to permanently secure the said lake and its environs by mitigating any risk of natural gas explosion and promoting the socio-economic development of the neighbouring populations.
(2) In this capacity, in synergy with line ministries and organs, it shall notably be responsible for the following:
- The degassing and sustainable security of the Lake and its surroundings;
- The collection, analysis, and processing of scientific data;
- The preventive maintenance of equipment and infrastructure installed in Lake and its environs;
- The sustainable management of the natural resources in the Lake and its surroundings;
- The definition of an emergency relief contingency plan;
- Strengthening the technical and logistical capacities of local institutions in charge of civil protection and disaster management;
- The implementation of an awareness and information plan for the population and civil society;
