DECREE No. 2019/0829 /PM OF 12 2 FEV 2019 to set the allocation of the General Decentralisation Grant for the 2019 fiscal year.-
THE PRIME MINISTER, HEAD OF GOVERNMENT,
Mindful of the Constitution;
Mindful of Law No. 2004/017 of 22 July 2004 to lay down guidelines on decentralisation;
Mindful of Law No. 2004/018 of 22 July 2004 to lay down rules applicable to Councils;
Mindful of Law No. 2004/019 of 22 July 2004 to lay down rules applicable to Regions;
Mindful of Law No. 2009/011 of 10 July 2009 to lay down the financial regime of Regional and Local Authorities;
Mindful of Law No. 2018/022 of 11 December 2018 to lay down the finance law of the Republic of Cameroon for the 2019 Financial Year;
Mindful of Decree No. 2008/013 of 17 January 2008 on the organisation and functioning of the National Decentralisation Board;
Mindful of Decree No. 2008/014 of 17 January 2008 on the organisation and functioning of the Interministerial Committee on Local Services;
Mindful of Decree No. 2009/248 of 5 August 2009 to lay down assessment and allocation modalities of the General Decentralisation Grant;
Mindful of Decree No. 2011/408 of 9 December 2011 to organise Government as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2015/405 of 16 September 2015 to establish the remuneration of Government Delegates, Mayors and Deputy Mayors;
Mindful of Decree No. 2019/001 of 4 January 2019 to appoint a Prime Minister, Head of Government
HEREBY DECREES AS FOLLOWS:
Article 1.- This decree lays down the allocation of the General Decentralisation Grant for the 2019 fiscal year.
Article 2.- (1) the total amount of resources allocated to the General Decentralisation Grant for the 2019 fiscal year shall be forty nine billion eight hundred million Francs (CFAF 49.800.000.000).
(2) The amount referred to in paragraph one (1) above shall be broken down as follows:
- General Operating Allocation: thirteen billion, eight hundred million Frs. (CFAF 13,800,000,000);
- General Investment Allocation: thirty six billion Frs. (CFAF 36,000,000,000).

Article 3.- The General Operating Allocation for the 2019 fiscal year shall be used for the following purposes:
- remuneration of municipal administrators;
- provision for the remuneration of Chairpersons and members of Bureaus of Regional Councils;
- provision for Regional Councils to go fully operational;
- functioning of the National Decentralisation Board;
- functioning of the Interministerial Committee on Local Services;
- printing and distributing the National Decentralisation Strategy;
- functioning of the Committee in charge of following up procedures for the payment of basic salaries of council staff and chairpersons and members of Bureaus of Regional Councils;
- functioning of the National Committee of Local Finance;
- functioning of the Interministerial Committee for Decentralised Cooperation;
- financing seminars for newly locally elected representatives;
- support to the National Town Planning Training Programme;
